I hold that the Costerm district, since the brothels frequented by sailors of all nationalities have been centred in this district, is very important to the west end. However, not infrequent conflicts occur between Tailors and the British &c. The tact & judgment is requisite there. Moreover, the district swarms with sugar thieves—a particularly difficult class of thieves to catch. I have frequently strengthened the detective staff on occasion by extra men drafted from the uniformed ranks. The men have to work for ordinary pay, and without extra allowances, but they do their work well.
Of the system of paid informers in keeping certain... I knew nothing until January last when (in consequence of a good deal of trouble in February 19...) I discovered that there was some previous existing system. Connection with the Management of this staff, which I have observed & controlled, has failed because it was never brought to my notice. As a matter of fact, I believe such a "system" is contrary to the Government's policy. I asked Detective Hoff if he knew anything about it, but he did not seem much aware of it. Some of the detectives have sent reports from time to time, as well as others.
